Under the direction of the Public Works and Natural Resources Director of Engineering Services, supervise engineering, planning and operations of the Transportation Engineering and Traffic Signal Operation Work Group. Perform complex traffic engineering functions and manage the City traffic signal system.
Plan, direct and supervise the transportation engineering work group including recommending planning strategies based on existing and future needs of the City’s street and transportation system; coordinating activities with; other work groups, divisions, departments, outside agencies, and the general public.
Implement and support actions to create a work culture in the Division and Work Group that is focused on excellence, accountability for results, customer service, teamwork, and support of the Department and City
Hire, train, develop, guide and mentor employees toward improved performance in a manner consistent with City values and expectations.
Provide general and technical supervision of personnel and evaluate performance.
Manage staff and resources to optimize work group performance.
Maintain the City’s computerized traffic signal system, establish traffic signal timing plans, review and analyze traffic engineering studies and complete traffic control warrant analysis.
Evaluate technical traffic engineering information and provide information and recommendations to Customers, the Director of Engineering Services, the General Manager of Public Works and Natural Resources, Boards, Commissions and City Council
Make recommendations and decisions related to the planning, design and implementation of the City’s capital improvement program for street and traffic improvements.
Understand, interpret, and ensure compliance with all applicable City, Regional, State and Federal rules, ordinances, regulations and guidelines.
Plan and recommend the improvement of facilities; analyze and recommend capital improvement projects; administer capital improvement projects.
Investigate and initiate the use of new materials, procedures, and equipment related to transportation and civil engineering.
Update traffic counts and projections. Designs traffic installations.
Oversee the development of construction and special event traffic control plans.
Develop and implement City standards, codes and specifications.
Develop and administer the Work Group budget. Monitor and approve expenses within the functional area of responsibility. Make purchases within expenditure authority.
Prepare periodic project status reports. Provide performance and task analysis required to complete projects.
Respond to citizen complaints and issues regarding traffic issues. Act as the City representative for specified engineering section.
Attend and participate in professional group meetings and stay abreast of new trends and innovations in the field of Traffic and Transportation Engineering.
Serve as a City representative, or supervise participation by other City staff, on a variety of City commissions, boards, and committees on public works and utilities projects. Serves as Executive Secretary to the Transportation Advisory board.
Ensure that all safety regulations and City safety policies are communicated, understood and adhered to by staff.
Practice an inclusive supervisory style with people from a variety of backgrounds, ethnic or racial groups, age groups, personality styles and genders.
Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions, outside agencies, the public and contractors.

Resolve difficult customer issues. Evaluate operations and customer services and make appropriate adjustments.
Attend City Council and other board and commission meetings and make effective presentations as needed.
Represent the City in interdepartmental, inter-agency, community, and professional meetings and working committees as required.
Prepare, review and submit a variety of reports, correspondence, memoranda, and other communications.
Performs essential duties and additional tasks in a manner which enhances City Attributes.
Work is generally performed in a standard office environment. Requires light lifting and carrying (up to 15 pounds), occasional pulling, pushing, bending/stooping, twisting, kneeling, squatting. Requires occasional walking (1/2 hour increments), standing (1 hour increments) and sitting (up to 3 hour increments). Requires frequent reaching, use of fingers, use of hands, hearing, speaking, writing, and use of computer. May require occasional out-of-town and/or overnight travel. Requires occasional nontraditional work hours. Requires reading of documents and confidentiality of work.
Any combination of education and experience equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil or utility engineering or a closely related field. A minimum or six years of increasingly responsible professional level experience in public works or utility engineering and at least two years of supervisory experience preferred or demonstrated skills and training in supervision. Special Qualifications: Registration as a Professional Engineer in the State of Colorado or the ability to obtain in 6 months (six years of traffic engineering experience may be substituted).
