The Roadway Structures Division of SDOT has a great opportunity for an Asset Management Program Manager (Strategic Advisor 1). Seattle is a city that is reliant upon healthy bridges and roadways and the Asset Management Program is key to ensuring Seattle’s mobility. This person will be responsible for making policy recommendations to elected officials, the Division Director, Deputy Director, and the overall Department Director regarding the management of the City’s roadway structures assets, including bridges, stairways, areaways, and retaining walls. A key responsibility will be to continue the development of the strategic structural asset management plan for $8.5B in structural assets. The work will include management of technical funding proposals and finalizing the SDOT response to the bridge audit report recommendations(Download PDF reader) published by the Seattle Office of City Auditor (OCA) in September 2020. This position works across the Department of Transportation and other city departments to coordinate project delivery, as well as communicate with cross-jurisdictional leaders at the Washington State Department of Transportation and the United States Department of Transportation to ensure our efforts are aligned with our partners. This key team member will help the Roadway Structures Division build the best strategic structural asset management program in the nation!
Tracks asset management project budgeting and spending work delivered internally and by consultant partners.
Provides division-wide work plan administration, planning and tracking including the development of a new methodology for prioritization of work orders.
Works with the Division Director and Managers to continue the development of a strategic structural asset management program (more robust and equitable than our current practice of reactive asset maintenance) including re-assessment of the rating of bridge replacement prioritization.
Reviews and updates record-keeping practices for our federally mandated bridge inspection and maintenance program including the development of a new practice for tracking and reporting maintenance dollars expended by bridgework towards specific defects found during inspections as required by WSDOT/FHWA.
Develops and tracks work performance metrics.
Develops an equity mapping strategy and practice for use in the prioritization of maintenance and capital funding.
Leads strategic planning for future funding requests for the Division.
Researches best practices for comparable asset management programs and projects being executed by other agencies, including the Washington State Department of Transportation (WSDOT).
Develops and evaluates asset management policy alternatives and researches legal and legislative requirements for new and innovative program approaches.
Supports department goals in promoting race and social justice initiatives.
Minimum Qualifications: The ideal candidate brings a minimum of one year of previous work experience with budget development of capital projects and maintenance operations. Previous experience must include full-cycle project management from planning to administration and delivery of the final product. This individual is adaptable, team-oriented has strong communication skills and is highly self-motivated to see their work is done to a high standard, using data to develop solid processes and methodologies. Ideal candidates will have a bachelor’s in civil engineering, business administration, public administration, or construction management or demonstrate a combination of education and experience that enables them to perform the position duties.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
Ability to effectively work in a multi-cultural workplace with a diverse customer base
Five to ten years of experience working in a public-sector environment, particularly in a similar-sized municipality.
Successful work experience in use of large-scale information systems, preferably PeopleSoft, including General Ledger, Accounts Payable, or other modules.
Proficiency in using Power BI for manipulation and reporting of data.
Proficiency in Microsoft Excel, including use of formulas, sorting, and other tools. Familiarity with SDOT’s project management and maintenance work processes and tools (or similar) that are used as part of these processes, such as SDOT’s Work Management and Asset Management system (Infor) and Clarity Project Portfolio Management (PPM).
Strong technical ability, analytical and critical thinking skills. Ability to learn technical material quickly and retain it.
The ability to be flexible and work both in-person and remotely in a collaborative environment.
Ability to work independently, recognize and set priorities; and plan, organize and coordinate own work and that of others.
Experience working in a fast-paced, high-pressure environment with multiple deadlines.
Work experience working independently or with minimal supervision to successfully perform tasks and solve problems. Must be able to recognize problems and assess situations, recall and/or gather and evaluate relevant information, and take appropriate action.
Familiarity with and committed to the City of Seattle’s Racial and Social Justice Initiative. Ability to effectively work in a multi-cultural workplace with a diverse customer base.
Certification as a qualified bridge inspector per the National Bridge Inspection Standards (NBIS).
Advanced degree in engineering.
Professional engineering (P.E.) license in Washington State, or ability for comity.
