Under general direction, the 0923 Manager II, Customer Programs Manager, develops and manages distributed energy programs such as GoSolarSF, energy efficiency incentive programs, demand shaping initiatives, and net energy metering (NEM). The group also develops programs and structures to incentivize new distributed energy resources (DER) technologies such as storage, electric mobility, and decarbonization infrastructure. The Customer Programs group plans and implements programs for the Power Enterprise’s two programs: Hetch Hetchy and CleanPowerSF. In addition to the manager position, the Customer Programs group includes a professional staff of five employees.
Manage all aspects of the GoSolarSF program, including operations such as processing applications and payments as well as gathering stakeholder input and making policy and procedural adjustments to the program
Ensure program quality of existing program initiatives, including adequate staffing
Develop and apply criteria to identify and plan strategic new program initiatives in a timely manner
Work with the Power Enterprise internal staff, San Francisco of the Environment (SFE), and other stakeholder groups to identify, plan, and launch new programs
Plan, research, evaluation, and conduct analyses and studies on renewable and distributed energy resources
Respond to public information requests related to program offerings
Develop, issue and manage professional service contracts related to program offerings
Manage the work of the professional staff of the Customer Programs group, ensuring business priorities are met, the work of staff is timely and accurate, and staff members stay motivated and productive
Monitors the work of and coaches subordinates to improve performance
Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
Prepare management reports and agenda items
Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives
Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
Makes personnel/human resources decisions related to hiring and performance evaluations
Class 0923 Manager II - Customer Programs performs other related duties as required.

Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Environmental Studies, Natural Resources, Business Administration, Public Policy/Administration, Statistics, Economics or other related field; AND
Four (4) years of professional experience in utility or environmental program administration
SUBSTITUTION: Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years (30 semester/45quarter units equal to one year).
Experience managing professional staff
Experience designing and implementing customer-facing programs
