The Montgomery County Planning Department seeks an experienced and motivated transportation planner to serve as a leader in the regulatory and master plan teams of the Area 3 planning division. Ideal candidates must possess strong analytic capabilities and interest in all areas of transportation planning. Ideal candidates will have strong knowledge of transportation planning and traffic engineering standards and operations, the ability to read and interpret roadway design and land use plans, and experience analyzing or performing traffic studies. Strong oral and written communication skills, interest and ability to communicate directly with the public on technical transportation planning issues, ability to handle multiple projects effectively, and the ability to work successfully in a multi-disciplinary setting are required.
EXAMPLES OF IMPORTANT DUTIES:
Responsible for incorporating transitways; roadways; intersection improvements; and bicycle, trail and pedestrian facilities into the transportation system for Montgomery County through development review and master planning.
Apply transportation planning principles to the preparation of master plans and the review of development proposals.
Ensure compliance with transportation planning regulations, adopted policies, best practices, guidelines, and Master Plans.
Coordinate and negotiate with agencies and stakeholders on creative solutions to addressing development review issues.
Review transportation plans, intersection analyses, and traffic studies based on CLV and delay-based HCM models.
Review and analyze CLV and delay-based traffic modeling.
Assess transportation related impacts for regulatory projects, including adequacy of transportation circulation, the transportation network, pedestrian and vehicular safety, and compliance with the County's regulations.
Develop transportation related conditions of approval for regulatory projects.
Prepare well-written, accurate, concise, and clearly understandable reports and other documents.
Conduct research to develop transportation recommendations for master plans.
Participate in community meetings and explain transportation issues and recommendations to the public.
Respond to information requests from residents, developers, planners, engineers, attorneys and public officials.
Deliver presentations to the Planning Board and/or at community meetings.
Fieldwork and occasional evening meetings are required.
Master's degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and three years of progressively responsible professional level planning experience at the journey level; OR an equivalent combination of education and experience.
