The Marin County Department of Human Resources and the Department of Public Works are conducting a recruitment for the position of Principal Civil Engineer – Transportation Services Division. The Principal Civil Engineer (Principal) is a division head classification within the professional engineer series and will be assigned as chief over the Transportation Services Division within the Department of Public Works. This position has responsibility for a staff of seven and for implementing multiple and complex programs of extremely broad scope that are characterized by highly difficult and sensitive public, engineering and technical issues. The Transportation Services Division is a service-oriented division with a broad client base, including support for several divisions in Public Works. The Division oversees development of transportation plans, manages transportation programs, traffic signal operations and manages traffic safety initiatives for the county-maintained roadway system. The Principal is expected to exercise substantial initiative, judgment and expertise in administering the programs of this division and is expected to take an active role in performance management, coaching and staff/team development.
The highly qualified candidate has registration as a professional Civil Engineer and experience in techniques of civil engineering and traffic engineering to manage projects from inception to completion. They have experience successfully managing complex traffic engineering projects, including planning and evaluating projects and completing project deliverables on schedule. The highly qualified candidate effectively manages program budgetary, staff and consultant resources, makes decisions regarding service quality levels, and makes clear decisions for the effective execution of program plans. In addition, the highly qualified candidate provides clear interpretation of traffic engineering regulations and policies and maintains successful working relationships with governmental boards, commissions and members of the general public. The ability to simplify challenging and complex issues around traffic engineering projects for ease of public comprehension is a key aspect of success in the position. Registration as a Traffic Engineer issued by the California Board for Professional Engineers, Land Surveyors and Geologists is highly desired.
