The Manager of Raw Water is responsible for managing a variety of complex and advanced professional level water supply systems and analyses. This position will oversee the operation of the raw water collection system, balancing competing goals of optimizing supply, compliance with water rights decrees, operating and delivery agreements, system maintenance, recreational and environmental concerns. Ensures compliance with operational requirements, including water court decrees and operating regulations. Represents the department with local, state, federal agencies, and other organizations regarding matters of interest to Denver Water. Manage specialized and complex water operations and project studies involving Denver Water’s and other water supplies, demands, water rights and agreements, and system operations. Establishes and maintains effective working relationships with employees; local, state, and federal agencies; special interest groups; and customers. Represent Denver Water at various external organizations’ functions. Position has formal supervisory responsibilities over other employees. Essential Duties and Responsibilities •Formal supervisory responsibilities over other employees. •Directs the operation of Denver Water’s collection system. Coordinates and directs personnel and activities necessary to analyze on a daily basis complex raw water resources variations, supply problems and solutions. Establishes operating plans for Denver Water’s collection system required to obtain adequate water supplies to meet system demands. Balances competing goals such as water supply, hydropower, recreation, flood control, and environmental concerns without violating any agreements or permit requirements. Assists with advising the Board on water supply and drought conditions. Oversees the preparation of probabilistic supply forecasts and development of annual operating plans. Coordinates water supply operations with water treatment and distributions system operations. •Manages a variety of complex water supply planning and operations projects and specialized engineering studies and reports. Works with consultants, including administration of consultant contracts. Maintains good working relations with stakeholders throughout Denver’s watersheds and resolves issues and disputes related to the water collection system operations. Initiates and coordinates specialized negotiations on water rights, water operations, administrative, regulatory and contract issues. Represents water collection system operating requirements in department negotiations. •Provides analysis and helps develop recommendations on environmental impacts studies, permitting and licensing efforts, and the Integrated Resource Plan. Assists in negotiations necessary to protect the Denver Water’s interests with the west slope, the Denver metropolitan area, and other entities throughout Colorado. Assists with the negotiation and administration of water delivery contracts and operating agreements with water customers and other water providers. Maintains a high state of knowledge about current water resources management issues and water rights administration issues within the region and state. Makes informed decisions based on current research and data. Exercises technical, editorial, and quality control of multi-disciplinary work efforts and the administrative management of projects. •Manages Section operations. Assists with the preparation of sectional goals and objectives. Organizes, coordinates, trains, supervises, coaches, mentors and evaluates employees. Assists in negotiating, writing, and review of various reports, contracts, stipulations, and decrees. Oversees the completion of the raw water accounting and compliance with agreements for collection system operations. Assists in, budget preparation, and with coordinating work plans and development of the Capital Plans. •Prepares accurate, clear, and concise oral and written reports. Recommends well-thought through strategies for presentation to the staff, Board and stakeholders. Provides timely and well-reasoned status reports on projects to Staff and the Manager as appropriate.

Minimum Qualifications Education and Experience: •Bachelor’s Degree from an accredited college or university in Engineering discipline, Water Resources Planning, Environmental Science, Mathematics, or a related field. •Minimum eight (8) years of related work experience; 5-7 years working in utility industry preferred; and 4 years of supervisory experience which may include project management. •Any equivalent combination of certifications, education or experience that provides the required skills, knowledge and abilities for the position. Other Preferred Requirements: •Applicant should be skilled in the use of Microsoft Excel, Access, Word and PowerPoint. •Applicant should have ability to analyze and reach conclusions about water resources data, with strong analytical and computational skills and thorough knowledge of water rights law and hydrologic processes. •Knowledge of Denver Water’s and other entities' water rights, projects and operations.
